So I got a message from someone at Henry Coe State Park to answer my question of specifically what parts are closed and what parts are open. The park has this information at the HQ. I haven't found a detailed map online showing this, and it's not on their website. In fact, this post may be the first online listing of this information. This list might be incomplete and misspelled.

trails/areas in Henry Coe State Park that are closed due to the 2007 Lick Fire:

middle ridge trail below fish trail
blue ridge
hobbes road beyond middle fork / coyote creek
kruger trail
poverty flat trail & poverty flat
willow ridge trail
mississippi lake
coit lake
orestimba wilderness
west of Kaiser-Aetna road
willow ridge road
northeast of center flats road
